Japanese OVA (1985; vt Cosmo Police Justy). Studio Pierrot. Based on the Manga by Tsuguo Okazaki. Directed by Motosuke Takahashi. Written by Hiroyuki Hoshiyama. Voice cast include Kazuhiko Inoue, Miina Tominaga and Keiko Yokozawa. 44 minutes. Colour.

Young Justy Kaizard (Inoue) is an Esper working for the Galaxy Control System's Cosmo Police (see Crime and Punishment): tasked with hunting down criminal Espers, he has arrested over 200 to date – though some are killed in self defence, one such being Magnum Vega. The act was witnessed by the latter's daughter, the child Astaris (Tominaga) (see Children in SF), who vows to kill Justy: the trauma triggers her strong Psi Powers, causing her body (but not mind) to age into a young adult (a kind of Arrested Development) – but also gives her Amnesia. Justy and his sister Jeruna (Yokozawa) take her in, treating her as a sibling.

A gang of Espers hijack a commercial space shuttle (see Spaceships), demanding they be given Astaris. The Cosmo Police rightly conclude the intention is to restore her memory, awakening her hatred for Justy and lead her to kill him – thus removing the criminals' nemesis. The authorities believe Astaris's bond with him is too strong, so order Justy to deliver her as a means of getting near the shuttle. The plan goes awry when the gang's united Telepathy overwhelms her bond, leading to a battle between Astaris and Justy: when the latter vanishes, the criminals assume he has been destroyed. However, he had simply Teleported away and now returns, recovering Astaris – no longer under the villains' control – then goes in pursuit. Despite their numbers they are dispatched with ease.

Espers' psi powers include Telekinesis, teleportation and telepathy – and, it would seem, the ability to survive in space without a space suit. The Anime includes some Fan Service. Though moderately entertaining and with some nice sf backgrounds, Justy suffers from clearly being part of something bigger (the manga was eventually compiled into five volumes): as a brief OVA, the plot and characterization are too simplistic and the hero too powerful to properly engage.
