(1864-1933) Scottish-born minister, politician and author, in Singapore and Malaya circa 1889-1898, in South Africa from 1912, where (despite his liberal views on race) he was a moderately successful politician, being mayor of Durban 1929-1933. Of some sf interest is South Africa in Mars: A Satire (1923), a kind of Afterlife fantasy [see The Encyclopedia of Fantasy under links below] set on Mars, where various eminent Earth figures, deceased on their home planet, replicate the moments of their prime, with a Satirical focus on South Africa.
