(1864-1933) Scottish civil servant (mostly serving in Burma), lawyer and author best known as a biographer, much of whose career was devoted to defensive studies of Thomas Carlyle (1795-1881). He is of sf interest for his contribution to the Gulliver canon, Modern Lilliput: A History of the Recent Re-Discovery of the Lilliput Archipelago, and What Has Been Happening There (1924), a Lost Race tale in which the hidden Islands created by Jonathan Swift's Gulliver's Travels (1726; rev 1735) are rediscovered and prove to boast high Technology and other benefits.
